Receipt and examination of complaints and applications takes place in accordance with the provisions of the Act of June 14, 1960 – Code of Administrative Procedure – Section VIII Complaints and applications (Journal of Laws of 2000, No. 98, item 1071, as amended) and the Regulation of the Council of Ministers of January 8, 2002 on the organization of receiving and examining complaints and applications (Journal of Laws No. 5, item 46).
Please be advised that the Plenipotentiary for Patient Rights will be at your disposal in the Provincial Hospital in Bielsko-Biała, whose task is to create the necessary conditions for the implementation of Patients’ rights.
Any Patient who has doubts or concerns as to whether his rights are respected, who needs support and assistance in enforcing them, can use the help of the Patient Rights Officer, who is

The duties and tasks of the Plenipotentiary for Patient Rights include, among others:
Informing the patient about his rights and ensuring their observance,
Protection of Patient’s rights and indication of the possibility of exercising them,
Accepting, considering and responding to requests and complaints from patients,
Undertaking actions aimed at removing the cause of the complaint,
· Help and cooperation with people (guardian, family, legal representative) acting in the interest of the patient.

Patients are admitted in cases of complaints and applications every Wednesday between 12:00 p.m. and 2:00 p.m. by the Director of the Provincial Hospital in Bielsko-Biała, and on other working days of the week between 12:00 p.m. and 1:00 p.m. by the Deputy Director for Treatment .
Complaints and applications, both those sent by post and by e-mail, should contain the name, surname (name) and address of residence (including postal code) of the person lodging the complaint or application. Pursuant to the provisions of the above-mentioned regulation, complaints and applications that do not contain the name and postal address will be left without consideration (§8 section 1).
This rule also applies to all other correspondence arriving at the Hospital.
