Priority IX Strengthening the strategic infrastructure of health care

Measure 9.1. Infrastructure of emergency medical services in the field of support for the existing hospital emergency departments, with particular emphasis on the initial intensive care stations (construction works, retrofitting) for projects implemented in the territory of the Republic of Poland, with the exception of the Mazowieckie Voivodeship.

Project subject

The project will involve the reconstruction of the ground floor and the first floor of the E Provincial Hospital in Bielsko-Biała. The project also includes the addition of an elevator and a single-storey segment to expand the activities of the outpatient part of the ward and ensure the best conditions for receiving patients, improve the rescue system, increase the availability and quality of services. The project will use energy-saving solutions, including LED lighting.

The project was divided into two stages:

Stage I – 2017

change of the use of the garage complex located on the “0” level of segment E of the Provincial Hospital in Bielsko-Biała to the outpatient part in the Hospital Emergency Department.
extension of a single-storey segment on the west side of the Hospital, which will house doctors’ offices and registration. The extended segment will be adapted to the needs of the disabled (non-threshold entrances, adequately wide doors, corridors, and a sanitary facility adapted to the needs of disabled people have been designed).
additionally, road works will be undertaken as part of the project: construction of a footpath, separation of parking spaces for ambulances.

Stage II – 2018

reconstruction of the existing premises of the Hospital Emergency Department.

The project provides for the creation of additional intensified supervision and observation posts – on the ground floor of segment A and E and on the first floor of segment E, the reconstruction of the patient admission room and a complex of sanitary facilities and auxiliary rooms in the area of medical segregation, registration and admissions on the first floor.

After the reconstruction, a team of surgical admissions with an observation section will be created, as well as a complex of laryngological and ophthalmic admissions in the form of a diagnostic and treatment room. Four single patient rooms will be connected into one spacious observation room for seven people, equipped with a bathroom. It is planned to create a nursing position in the immediate vicinity of the observation room.

Purpose of the project:

Improving the functioning of the medical rescue system in the Bielsko-Biała, Żywiec, Cieszyn, Wadowicki and Oświęcimski poviats.

The implementation of this goal will translate into a reduction in the level of mortality and the effects of complications arising from accidents and other states of sudden health hazards in the area of impact of the project, which will translate into maintaining good health, primarily of residents of Bielsko-Biała, Bielsko, Żywiec and Cieszyn poviats , Wadowicki and Oświęcim, as well as people staying / passing through the indicated area, who, as a result of random events or sudden deterioration of health, will require medical assistance.

Overall goal:

Providing people’s access to health care infrastructure and improving the efficiency of the health care system.

The total cost of the Project implementation:

PLN 4,207,665.07

Co-financing value:

PLN 3 399 457.28.

The hospital signed a contract with the company Wodpol Sp. z o.o. from Żywiec for the implementation of construction works under the 1st stage of the project. Construction works will last until the end of the year.

November 14, 2017

The hospital has signed a contract with ALBA PPHU from Poznań for the supply of furniture and hardware as part of the first stage of the project.

The first stage of the project was completed, consisting in the extension and reconstruction of the garage building located on the “0” level of the E segment of the Hospital into the outpatient part of the Hospital Emergency Department. As part of this stage, a single-storey segment on the west side of the Hospital was built, which will house doctors’ offices and registration, an external lift shaft was added and an elevator was installed to enable communication with the AED rooms on the first floor of the E building.

The total cost of construction works was PLN 1,834,219.71.

A tender was announced for the second time for the supply of furniture and hardware as part of the 1st stage of the project. The tender was repeated because the contractor selected in the first tender withdrew from the performance of the contract.

A tender has been announced for construction works under the second stage of the project. As part of this stage, the currently used rooms of the Hospital Emergency Department will be rebuilt. The reconstruction includes patient admission rooms as well as a complex of sanitary facilities and auxiliary rooms in the area of medical segregation, registration and admissions. As part of the reconstruction, a team of surgical admissions with an observation section will be built, as well as a complex of laryngological and ophthalmic admissions in the form of diagnostic and treatment rooms. Additionally, four single rooms will be combined into one spacious observation room equipped with a bathroom. The observation room will be intended for seven patients, and the stands will be separated by curtains suspended from the ceiling. Moreover, a nursing post is planned in the immediate vicinity of the observation room.

On the ground floor level, an area of increased supervision will be created as an element of the SOR expansion. The area consists of a triple sick room, an isolation room and a nursing station equipped with a monitoring station. As part of the task, it is planned to separate a part of the existing communication in the form of a small corridor leading to the hospital ward.

The hospital signed an agreement with Wodpol Sp. z o.o. from Żywiec for the implementation of construction works under the second stage of the project. They will start work in April and will last until the end of the year. For the duration of the works, the internal department of the SOR and the trio will be moved to a new facility built under the first stage of the project. We sincerely apologize for any inconvenience caused to patients coming to the HED.

The hospital signed a contract with Nikodemus from Swarzędz for the delivery of furniture and hardware as part of the first stage of the project.
