Szpital Wojewódzki w Bielsku – Białej  realizuje projekt pn.: „Podniesienie efektywności en Provincial Hospital in Bielsko-Biała is implementing a project entitled: “Increasing the energy efficiency of the facilities of the Provincial Hospital in Bielsko-Biała through partial thermal modernization and the use of renewable energy sources”

The aim of the project is to reduce greenhouse gas emissions and air pollutants, and to increase the share of energy from renewable sources in the overall balance of energy consumption. The implementation of the project will also bring savings for the facility, estimated at approximately PLN 400,000 per year.

The project is co-financed in 80% by the EEA Financial Mechanism 2009-2014. The agreement between the Ministry of the Environment, acting as the Program Operator PL04, on behalf of which the National Fund for Environmental Protection and Water Management operates, and the Provincial Hospital in Bielsko-Biała was concluded on May 12, 2015 in Warsaw. The value of the project is: PLN 7,212,398.00, of which the co-financing value is 80% of eligible costs, which is PLN 5,112,771.60. The hospital intends to cover its own contribution, among others from a loan from the Provincial Fund for Environmental Protection and Water Management in Katowice.

The scope of the project includes 4 tasks:

  1. Thermal insulation of the roofs of hospital facilities (8715 m2) by spraying 12 cm of PU foam protected with a layer of polyurea,

ergetycznej obiektów Szpitala Wojewódzkiego w Bielsku-Białej poprzez częściową termomodernizację i zastosowanie odnawialnych źródeł energii”

Celem projektu jest redukcja emisji gazów cieplarnianych i zanieczyszczeń powietrza oraz zwiększenie udziału energii pochodzącej ze źródeł odnawialnych w ogólnym bilansie zużycia energii. Realizacja projektu przyniesie również oszczędności dla placówki szacowane na około 400 000 zł rocznie.

Projekt dofinansowany jest w 80% ze środków Mechanizmu Finansowego EOG 2009-2014. Umowa pomiędzy Ministerstwem Środowiska, pełniącym funkcję Operatora Programu PL04, w imieniu którego działa Narodowy Fundusz Ochrony Środowiska i Gospodarki Wodnej, a Szpitalem Wojewódzkim w Bielsku-Białej zawarta została 12.05.2015 r. w Warszawie. Wartość projektu to: 7 212 398,00 zł, z czego wartość dofinansowania wynosi 80% kosztów kwalifikowanych co stanowi kwotę: 5 112 771,60 zł. Wkład własny Szpital zamierza pokryć m.in. z pożyczki z Wojewódzkiego Funduszu Ochrony Środowiska i Gospodarki Wodnej w Katowicach.

Zakres projektu obejmuje 4 zadania:

  1. Wykonanie docieplenia stropodachów obiektów szpitala (8715m2) poprzez natryśniecie 12cm pianki PU zabezpieczonej warstwą polimocznika,

3. Replacing the seals in 1050 windows with silicone ones. 4. Construction of a 400kW photovoltaic power plant, It is estimated that the energy produced from the sun will cover over 10% of the Hospital’s electricity demand. The installation will consist of 1481 cells each with a power of 270W.
On 30/01/2017, the Provincial Hospital in Bielsko-Biała completed the project entitled “Increasing the energy efficiency of the facilities of the Provincial Hospital in Bielsko-Biała through partial thermal modernization and the use of renewable energy sources”. The ceremonial, symbolic ribbon cutting at the panels of photovoltaic power plants within the hospital area initiated the operation of a modern installation on January 30 this year, the construction of which was one of the tasks carried out under the project. The event was attended by representatives of the authorities of the Silesian Voivodeship, local government as well as directors of health care institutions. The investment was PLN 7,073,399.62, and 80 percent. was co-financed by the EEA Financial Mechanism 2009-2014, on the basis of an agreement concluded on May 12, 2015 between the Ministry of the Environment, acting as Program Operator PL04, on behalf of which the National Fund for Environmental Protection and Water Management operates, and the Provincial Hospital in Bielsko- White. The hospital’s own contribution was partially covered by a loan from WFOŚiGW in Katowice. According to the assumptions of the project, the implementation of the investment was aimed at reducing greenhouse gas emissions and air pollutants and increasing the share of energy from renewable sources in the overall balance of energy consumption . In addition to, of course, the most important environmental goal of the project for the hospital, the following are also important: the economic effect in the form of reducing the costs of utilities and benefits related to the possibility of modernizing the hospital facilities – explains Ryszard Batycki, director of the Provincial Hospital in Bielsko-Biała – The scope of the project included four tasks: thermal insulation of the roofs of hospital facilities, construction of a 400 kW photovoltaic power plant, replacement of 4,629 lighting fittings with energy-saving LED fittings with an integrated light source and replacement of window seals with silicone. The benefits that the hospital will achieve thanks to the investment include:
  • Savings related to the reduced consumption of utilities, ie electricity. and gas and electricity production are estimated at about PLN 400,000.00 / year
  • Benefits related to the use of modern roofing, ie polyurea, the hospital does not have to incur the costs of replacing the existing roofing made of over 20 years of heat-weldable roofing felt. The cost of replacing the roofing felt for over 8700m 2 of the roof area is estimated at over PLN 1,000,000.00. This cost would have to be borne in the coming years.
  • Benefits related to the replacement of lighting fixtures, the hospital does not have to bear the costs of replacing heavily used fixtures installed during the hospital construction investment; (the estimated cost of replacing 4629 pieces of luminaires with traditional ones is over PLN 300,000. In new luminaires there is no need to replace fluorescent lamps, it will also reduce the operating costs of the hospital
  • Improving the image of the hospital as an environmentally friendly facility, savings of PLN 400,000 per year on the purchase of electricity and heat, saving funds for the replacement of worn-out lighting fixtures and modern roofing, as well as improving the image of the hospital as an environmentally friendly facility.
The main contractor for the project was the consortium: Energia Polska Spółka Akcyjna, and Caldoris Polska Sp. z o.o. which carried out practically the entire scope of the project’s work. Operational Program PL04 ​​of the EEA Financial Mechanism 2009-2014, under which the investment was financed, focuses on promoting energy savings through the implementation of thermal modernization projects (including replacement of built-in lighting) and the possibility of replacing the existing, often obsolete energy sources supplying the above-mentioned thermomodernized buildings with modern systems, including those using energy from renewable sources.
